PROBLEM TO BE SOLVED: To provide a method for improving the ground from a shield excavating machine side while the ground is improved in such a way as to annularly surround the shield machine with stabilized pressure around the shield machine. SOLUTION: The excavating machine 1, which digs and excavates the ground with a cutter on its front end, has a cutter ring 3 capable of rotating integrally with a cutter face 2 and installed on the outer peripheral end. On at least one part of the circumferential face of the cutter ring 3, an injection device 7, which can be rotated around an axis in parallel with the axial direction of the excavating machine 1 and which includes an injection port 8 capable of injecting either of an improving agent, high-pressure air or high-pressure water, is provided. The high-pressure air, the high-pressure water, the improving agent, or the like is injected so as to flow upward for improving the ground. Unstirred cut soil, air and slime in the ground are taken in from a discharge hole 4 through a discharged-sludge passing hole in the cutter ring 3, or air and slime through a projected exhaust pipe 10.
