PROBLEM TO BE SOLVED: To provide a method of manufacturing a battery pack in which a program is adopted in order to make a normal operation difficult even if the program is leaked out. SOLUTION: The manufacturing method of the battery pack is equipped with a control element connected in series to a secondary battery and equipped with a control part to on-off-control the control element. This has a first step to allow a starting mode to give allowance whether a program to operate the control part brings the control element into an operation state or not, and is equipped with a first process to install a program to the control part and a second process to bring into a state possible to allow the starting mode allowing step after the first process.
