<p><P>PROBLEM TO BE SOLVED: To provide such a technology that the neutralization resistance of a hardened body obtained by using mixed cement, especially, blast furnace cement is made equal to or higher than that of a hardened body obtained by using portland cement, and a large amount of recycled material can be used. <P>SOLUTION: In concrete obtained by using blast furnace cement having excellent neutralization resistance, aggregate having an elution pH value of≥12 is used and steel-making slag is used as the aggregate having an elution pH value of≥12.
