<P>PROBLEM TO BE SOLVED: To provide a construction method for a surface layer body having high degree of durability and capable of preventing a binder from flowing out and preventing elastic granular materials from being denatured during construction irrespective of their existence while mixed in it, the surface layer body, and a reprocessing method for the surface layer body. Ž<P>SOLUTION: This construction method for the surface layer body 10 to be formed on a roadbed 2 includes an aqueous emulsion generating process for emulsifying the solid or semi-solid binder and generating aqueous emulsion, a mixing process for mixing the aqueous emulsion with surface layer materials 14, and a spreading process for spreading a mixture prepared in the mixing process over a construction surface evenly.
