PROBLEM TO BE SOLVED: To expand the usage of a SIM card by downloading at least one application via an application ID stored in the SIM card.

SOLUTION: An application provision/management system 1100 has a SIM card identifying/reading section 1110, that is connected via a communication network 1400 to a provision/management server 1500 of a SIM card 1200, contained in each client portable terminal 1300 and reads an application-specific ID stored in the SIM card 1200 loaded in the client portable terminal 1300; a data transmitter/receiver section 1130 for transmitting the read application-specific ID to the server 1500 via the communication network 1400; and an application downloading section 1140 for downloading an application selected by a client from the server 1500 from among the applications presented from the server 1500.
