PURPOSE: A method and an apparatus for transmitting and receiving PHICH in the wireless telecommunications system using multi-carriers are provided to transmit and receive the downlink control information in case the downlink channel does not exist in a part of carrier frequency band. CONSTITUTION: A processor(51) is electrically connected to the RF(Radio Frequency) unit(53). The processor receives signaling information which shows the number of the first downlink channel allocated to first frequency wideband. The processor decides the number of the first downlink channel allocated to first frequency wideband. The first downlink channel is the PHICH(Physical hybrid-ARQ indicator channel).
