PROBLEM TO BE SOLVED: To provide a proper diagnostic and evaluation result, in a driving diagnostic device and a driving diagnostic system for diagnosing a driving state to evaluate it (grant a point) according to the diagnostic result. SOLUTION: When a user is changed, the driving diagnostic device temporarily records the diagnostic result for an old user (A180), and starts diagnosis for a new user (A200). A proper diagnostic result is provided because the driving state is diagnosed for each user. The diagnostic result for a travel section is not recorded so as not to grant a point, when a travel distance of a vehicle is less than 1.6 km (average distance in short distance move by the vehicle) (S170:NO, S210:NO).
