<P>PROBLEM TO BE SOLVED: To provide a plasma display panel enabled to form a phosphor layer at ambient temperature without using any resin, and therefore, having a high-luminance phosphor layer of high productivity. Ž<P>SOLUTION: In the plasma display panel 100 equipped with a pair of substrates 101, 102 at least with a front side transparent arranged in opposition so as to form a discharge space 122 in between, with barrier ribs 109 for partitioning the discharge space 122 in plural arranged at least on one of the substrates, with electrode groups 103, 104, 107 arranged on the substrates so that discharge is generated at the discharge space 122 partitioned by the barrier ribs 109, and with phosphor layers 110R, G, B emitting light by the discharge, the phosphor layers 110R, G, B are formed by stirring and mixing phosphor particles with gas to be injected.
