PROBLEM TO BE SOLVED: To correctly determine presence or absence of an optical coupler connected to an optical cable. SOLUTION: Communication light flowing through the optical cable is detected by a light receiving part 11, and when no communication light is detected, an optical pulse is made to enter a terminal which is connected to an optical fiber when the optical coupler is connected and which is not connected to the optical fiber when the optical coupler is not connected. An event in the characteristic of the optical cable measured by optical return to the optical pulse is detected by an event detecting part 13. Then, by a determination processing part 14, the presence or absence of connection of the optical coupler is determined based on the presence or absence of the communication light and the presence or absence of the event. According to this constitution, the presence or absence of the optical coupler connected to the optical cable can be determined correctly without affecting a circuit used currently.
