PROBLEM TO BE SOLVED: To provide a method for producing a papermaking base material by which the papermaking base material applicable to a reinforcing fiber having a low affinity for a dispersion medium when preparing slurry, hardly causing reaggregation, and providing a molded product having excellent mechanical characteristics when formed into the molded product by being compounded with a resin or the like can be produced in a short time. SOLUTION: The method for producing the papermaking base material containing the reinforcing fibers includes: at least a step (I) for charging reinforcing fiber bundles into the dispersion medium; a step (II) for preparing the slurry in which the reinforcing fibers constituting the reinforcing fiber bundles are dispersed in the dispersion medium; a step (III) for transporting the slurry; and a step (IV) for obtaining the papermaking base material containing the reinforcing fibers by removing the dispersion medium from the slurry, wherein the ratio C1/C2 is within the range of 0.8-1.2 where the content of the reinforcing fibers by mass in the slurry prepared at the step (II) is C1 and the content of the reinforcing fibers by mass in the slurry at the start of the step (IV) is C2.
