<P>PROBLEM TO BE SOLVED: To provide an information notifying device which can enhance accuracy for determining whether or not there is an abnormality in a present monitoring system. Ž<P>SOLUTION: The present receiving state of image data is compared with a past receiving state as statistical information which has been obtained and stored in advance in a camera picture receiving state monitoring part 303, and furthermore, the present recording state of the image data is compared with a past recording state as statistical information which has been obtained and stored in advance in a camera picture recording state monitoring part 304. The receiving state is represented by a receiving rate, and the recording state is represented by a recording rate or an event frequency. By this, the past statistical information is used as a reference value for determining whether or not there is an abnormality in the monitoring system 1, thereby enhance accuracy for determining whether or not there is an abnormality in the present monitoring system.
