A vehicle headlamp apparatus is provided. The vehicle headlamp apparatus includes a light source from which an optical axis forwardly extends, a first shade, a first shade moving mechanism which moves the first shade toward and away from the optical axis, a second shade, a second shade moving mechanism which moves the second shade toward and away from the optical axis, and a pattern controller which controls the first shade moving mechanism and the second shade moving mechanism so as to selectively form a plurality of light distribution patterns using at least one of the first shade and the second shade. When the first shade is moved toward the optical axis to an advanced position, the first shade shields a first part of light emitted from the light source. When the second shade is moved toward the optical axis to an advanced position while the first shade is in the advanced position, the second shade shields a second part of the light which is above the first part of the light.
