<P>PROBLEM TO BE SOLVED: To provide a design method of a transparent conductive substrate for a light-emitting element that enables the easy and accurate design of a transparent conductive substrate, composed of a translucent substrate, a light scattering part, and a transparent electrode layer, in a light-emitting element having the transparent conductive substrate. Ž<P>SOLUTION: The design method is a method for designing a transparent conductive substrate 1 in which a translucent substrate 2, a light scattering part 3, and a transparent electrode layer 4 are formed by laminating them in this order and which is provided on the outer layer of a light-emitting element. A plurality of test substrates 5 are manufactured. Each test substrate is configured to have the light scattering part 3 with a structure different from each other. The surface on the side of the transparent electrode layer 4 of each test substrate 5 is mounted with a light input means 6 for allowing almost the whole light, irradiated toward the transparent electrode layer 4 from the outside, to be taken into the inside of the transparent electrode layer 4. Light is made incident toward the light input means 6 while the light incidence angle is varied in order to measure a light amount of outgoing light from the side of the translucent substrate 2 for each incidence angle. On the basis of the measurement result, the structure of the transparent conductive substrate 1 provided in the light-emitting element is selected from the structures of the plurality of test substrates 5.
