<P>PROBLEM TO BE SOLVED: To avoid a condition in which a continuous power supply to a customer load becomes impossible by determining that system is in an overcurrent condition caused by an inrush current. <P>SOLUTION: A controller 5 receives, from a load control part 32, load intelligences including a normal current for an operation load, an inrush current with its duration and priority, determines a load that belongs to a load group 31a where a value of the sum total of normal currents Isum1, integrated from values having higher priority, is less than a current allowance value Imax as an input-allowed load, and determines whether simultaneous start of power supply to a plurality of loads is possible for the input-allowed loads on the basis of the operation load intelligences. When it is impossible, a start timing of the power supply is scheduled so that the power supply starts with delay in the order of lower priority loads.
