PURPOSE: An image signal processing apparatus and a method thereof are provided to change a phase of an interpolated frame according to a motion property of an input image, thereby preventing noise. CONSTITUTION: An input image analyzer(100) predicts motion of an input image to output a motion characteristic. A comparing unit(110) compares the motion characteristic with a reference value. A controller(120) changes the phase of an interpolated frame. A representative value calculator(106) calculates a motion vector which occupies the largest percentage as a representative value.
