PROBLEM TO BE SOLVED: To provide a fine emulsion composition having a skin roughness-improving effect, also having good safety, use feelings, especially not having stickiness, and moistness and excellent in base agent stability. SOLUTION: The fine emulsion composition is characterized by containing (a) a block type alkylene oxide derivative expressed by formula (I) [wherein, AO is a 3-4C oxyalkylene group; EO is an oxyethylene group; (l), (m) and (n) are each a mean addition number of moles of the oxyethylene group and oxyethylene group, and are 1≤m≤70 and 1≤l+n≤70; the ratio of the oxyethylene group to the total of the 3-4C oxyalkylene group and the oxyethylene group is 20 to 80 mass%; and R<SP>1</SP>and R<SP>2</SP>may be the same or different and is a 1-4C hydrocarbon group or H], (b) an oily component, (c) a polyol and (d) water, obtained by blending 0.1 to 20 mass% block type alkylene oxide derivative expressed by formula (I) and having a 10 to 300 nm mean particle diameter.
