<P>PROBLEM TO BE SOLVED: To provide a timing adjusting device, a timing adjusting method, a timing adjusting program and a recording medium that arbitrate responses to requests from a plurality of CPUs to a plurality of resources in the request order. Ž<P>SOLUTION: In an image processing apparatus 1, an arbiter circuit 21 obtains the request order of read requests issued by two CPUs 3a and 3b to two block circuits 22a and 22b in a predetermined execution order, monitors responses to the access requests from the block circuits 22a and 22b to the CPUs 3a and 3b, and sends the responses from the block circuits 22a and 22b to the CPUs 3a and 3b by timing control in the order matching the order of the read requests from the CPUs 3a and 3b to the block circuits 22a and 22b. Even if a response speed difference between the block circuits 22a and 22b causes a response order change, the CPUs 3a and 3b can be made to issue write requests reliably in the preset execution order.
