PROBLEM TO BE SOLVED: To provide a medium conveying device for forming an image of good image quality by suppressing occurrence of leakage of a transfer bias even in a printing medium whose a part includes a different resistance value. SOLUTION: This medium conveying device conveys the sheet-like printing medium 11 partially having a low resistance region 1103 whose length in the conveying direction is L2. The medium conveying device includes a first holding section 301 for holding the printing medium 11, and a second holding section 302 that is arranged separately from the first holding section by distance L1 on the downstream side in the conveying direction and grips the printing medium 11.
