<P>PROBLEM TO BE SOLVED: To highly accurately measure a frequency of a signal to be measured in a short time by applying to a test device of an integrated circuit for example concerning a frequency measurement device and a frequency measurement method. Ž<P>SOLUTION: The frequency measurement device converts the signal to be measured S<SB>x</SB>into an intermediate frequency signal S<SB>i</SB>of a low frequency, measure a cycle of the intermediate frequency signal S<SB>i</SB>by time, and calculates the frequency of the signal to be measured S<SB>x</SB>from the time-measured result.
