PURPOSE: A system and a method for an on card portal service based on a smart card are provided to enable a user to freely, conveniently and directly generate/edit a content providing screen of a terminal. CONSTITUTION: A user interface unit(310) offers an on card portal page editing interface to a user. An on card portal page transmitting unit(320) transmits an edited on card portal page to a smart card web server. A template providing unit(311) of the user interface unit offers a service area division tool of the on card portal page. An arrangement tool providing unit(312) provides an arrangement tool of a service to be displayed in a service area of the on card portal page. A content managing unit(330) manages contents provided from the user interface unit.
