PURPOSE: An electrode tool for electro-chemical machining and a method for manufacturing the same are provided to prevent the abrasion of the conductive pattern due to the flow of high pressure electrolyte. CONSTITUTION: An electrode material(110) has a conductive pattern(111) projected in the form corresponding to fine grooves. A negative current is applied to the electrode material. A conductive layer(130) surrounds the conductive pattern for protection. A non-conductive insulating layer(120) covers the whole upper surface of the electrode material so that the upper side of the conductive pattern is exposed. The top surfaces of the conductive layer and the non-conductive insulating layer is flush with the top surface of the conductive pattern.
