PURPOSE: An apparatus and a method for switching photograph mode of a monitoring camera are provided to switch photograph mode from night mode to day mode or vice versa, thereby stably keeping a photograph operation. CONSTITUTION: A buffer unit(26) buffers a video signal of one field. A control unit(27) samples a brightness signal among video signals of one buffered field to remove a highlight component in order to calculate an average value. The control unit accumulates the average value to compare set day or night mode reference values, switch photograph mode from night mode to day mode or vice versa according to the comparison result.
