PROBLEM TO BE SOLVED: To provide a flame-retarding and impact-modifying agent capable of improving flame retardancy and impact strength, free from generation of halogenated hydrogen gas which induces environmental pollution in the processing, combustion, etc., of a resin and good for the environment. SOLUTION: The flame-retarding and impact-modifying agent is expressed by formula 1. The method for producing the flame-retarding and impact-modifying agent expressed by formula 1 comprises the production of a 2,4-di-tert-butylphenyl dichlorophosphate by reacting phosphorus oxychloride with 2,4-di-tert-butylphenol and the reaction of the obtained 2,4-di-tert-butylphenyl dichlorophosphate with phenol.
