SOLUTION: A method of manufacturing a membrane-electrode assembly 250 for a fuel cell includes a step (step S100) of preparing an electrolyte membrane 100, a step (step S110) of performing wet-and-dry cycling for the electrolyte membrane 100, and a step (step S140) of applying a catalyst layer 200 onto the electrolyte membrane 100.
