<P>PROBLEM TO BE SOLVED: To reduce the possibility that a foreign matter, such as dust is thrown in even though the area of a coin receiving and paying opening can be made large without lowering the operability during paying coins. Ž<P>SOLUTION: A coin receiving and paying device has a coin receiving and paying opening for receiving and paying coins, and a plurality of shutter plates attached to an upper part of the coin receiving and paying opening to be openable and closable, wherein adjacent shutter plates are separated from each other horizontally to form a coin receiving and paying opening that limits the number of coins that are collectively thrown in when the coins are received, the shutter plates are opened to the full extent to form a coin receiving and paying opening where the coins can be collectively taken out when the coins are paid, and the shutter plates are closed completely to hide the coin receiving and paying opening when coins are not received or paid.
