<P>PROBLEM TO BE SOLVED: To provide a steam generator generating a large amount of steam in a short period of time, and also to provide a heating cooker therewith. Ž<P>SOLUTION: The steam generator 1 includes a PTC (Positive Temperature Coefficient) heating element 14 clamped inside a pipe 2 and having at least two opposite sides; an insulating sheet 9 having a plurality of electrodes 7a, 7b arranged to make contact with one side of the PTC heating element 14 and a side opposite the one side, respectively, the insulating sheet 9 being disposed to wrap at least one of the electrode portions; a heat radiation plate 3 preferably affixed to the pipe 2; and a sealant 4 for sealing an end face of the pipe 2. These components are installed inside a casing 1 filled with a liquid, and water is brought into direct contact with the exposed surface of the pipe 2 and the exposed surface of the heat radiation plate 3 to generate steam.
