<P>PROBLEM TO BE SOLVED: To provide a packet transmitter and a packet transmission method for effectively utilizing a radio band while suppressing processing overhead. <P>SOLUTION: In the packet transmitter 100, a transmission path determination part 110 determines a state of a transmission path on the basis of the result of estimating the radio channel quality, an adaptive scheduler part 108 preferentially includes a low QoS packet in transmission frame components when it is determined that the state of the transmission path is poor, and preferentially includes a high QoS packet in the transmission frame components when it is determined that the state of the transmission path is favorable.
