<p><P>PROBLEM TO BE SOLVED: To provide a technology for returning to a normal control state using a simple processing procedure, even when a transported object is stopped due to the variations in load. <P>SOLUTION: An image reader 1 is provided with a measurement counter 110 for measuring the passage of time, from a reset point and the measurement counter is reset each time the rising edge for a signal is detected, based on the output signal of an encoder 65 for outputting the encoder signal, when a motor 37 is rotated. Thus, the time between the rising edges is measured by the measurement counter and the time interval is recorded as a value CTR to a counter memory 113. Meanwhile, the image reader sets a threshold TH to be N times the value CTR in the counter memory; updates the value CTR in the counter memory to the threshold TH, as well as, sets the threshold TH to be N times the value CTR in the counter memory, when the time in the measurement counter reaches the threshold TH.
