PROBLEM TO BE SOLVED: To stabilize the position of a scribe line and prevent occurrence of deviation from a desired position. SOLUTION: A through-hole is made in the side face of a cutter wheel 12A, and a blade edge forming a ridgeline along the outer circumference is formed. A holder 11A has a holder groove 14 into which the cutter wheel 12A is inserted and a pin hole 15A linearly penetrating the holder groove 14. A tip holder 10A is constituted by inserting a pin 13A or a round rod member having a spiral groove formed on the surface into the pin hole 15A and the through-hole of the cutter wheel 12A to freely rotatably hold the cutter wheel 12A in the holder groove 14. Thus, the cutter wheel 12A in the state of scribing moves along the pin 13A up to the position where the cutter wheel 12A gets into contact with the side surface of the holder groove 14.
