<P>PROBLEM TO BE SOLVED: To provide a device and a system for desalinating seawater, wherein seawater is efficiently desalinated. Ž<P>SOLUTION: A flow passage 11 in the body 10 of a desalination device 1 is partitioned into a first region 13 and a second region 14 by a first filter 41. A first electrode 31 provided in the first region 13 and a second electrode 32 provided in the second region 14 are confronted each other, and a third electrode 33 provided at the downstream side part in the first region 13 and a fourth electrode 34 provided at the downstream side part of the second region 14 are confronted each other. The first electrode 31 and the third electrode 33 are connected by a d.c. power source 20, and the second electrode 32 and the fourth electrode 34 are connected by a short-circuit line 22.
