PROBLEM TO BE SOLVED: To provide a valve control device for a petrochemical plant, which maintains an appropriate operation state of a plant when a remote control mode or a local control mode is set by a control mode switching operation part. SOLUTION: The control device for a petrochemical plant comprises: a control part which drive-controls a valve based on a valve opening value input from an opening sensor and a control instruction value to the valve; and the control mode switching operation part for switching the control part to either the remote control mode for drive-controlling the valve based on the control instruction value input from a main control device or the local control mode for drive-controlling the valve based on the control instruction value input from a manual operation part. The control part includes a control mode switching control part which determines, when the control mode switching operation part is operated, whether to switch the control mode based on a deviation between the control instruction value input from the manual operation part and the control instruction value input from the main control device.
