PROBLEM TO BE SOLVED: To provide an environment for improving reliability in output, charge and productivity. SOLUTION: An image processor has a function which counts the number of color pixels in an image that constitutes an output image instead of an input image, and compares the count value with a threshold flexibly defined by a user to determine a final color mode based on the comparison result. Even if any rate of magnification and reduction or any mode related to magnification and reduction is preset, the image processor controls the number or rate of color pixels included in an output which is finally generated using the threshold defined by the user.
