<P>PROBLEM TO BE SOLVED: To obtain high-definition high resolution image of an object by suppressing an estimation error of a motion vector with respect to an image area of an object appearing in its image frame, when the image of the moving object with a curved surface is contained in the image information. Ž<P>SOLUTION: A motion vector compensation part 29 corrects the motion vector with respect to a head/face image area in the input image frame using a head motion vector from a head motion vector prediction part 31 of a three dimensional model base. It is output to an image high resolution processing part 33 as a determinate motion vector in the image frame receiving input of the motion vector with respect to the corrected head/face image area, and the motion vector with respect to the area other than the head/face image area in the input image frame.
