The device has a hollow device e.g. pipe (1) that comprises a pipe wall (4) that limits an inner space (2). A hygroscopic material is designed with organic or inorganic connections or mixtures, and lies against inner side wall of the pipe wall under a formation of a hygroscopic layer. An end of the hollow device is provided with a break-through (6) where the hygroscopic layer is designed as an inner sleeve (7) for insertion in to the pipe, where length of the inner sleeve is smaller than the length of the pipe.
