PROBLEM TO BE SOLVED: To enable stable mobile communication by efficiently utilizing a communication channel of a position-registered radio base station which has become free from a line busy state during communication. SOLUTION: If a radio base station 13a is in a busy state when a mobile station 2<SB>1</SB>performs transmission for communication with a control board 11 or another mobile station to the position-registered radio base station 13a out of a plurality of radio base stations in a control station, the mobile station 2<SB>1</SB>hands off to a radio base station 13b having the highest reception electric field strength except the radio base station 13a out of the radio base stations in the vicinity of the radio base station 13a (S1-S4). After that, when the hand-off operation is inhibited and the mobile station 2<SB>1</SB>performs transmission, communication between the control board 11 or another mobile station is started via the radio base station 13b (S6-S9). During the communication, the mobile station 2<SB>1</SB>hands off to the radio base station 13a having an available channel in a communication channel to perform stable communication via the radio base station 13a (S10-S13).
