<P>PROBLEM TO BE SOLVED: To provide a relay station and a relay method, for relaying data with little delay. Ž<P>SOLUTION: The relay station is provided with: a means for receiving from a base station a first control channel including designation information about a plurality of first physical resources; a means for performing prediction calculation of the number N of physical resources necessary for transmitting data to a radio terminal on the basis of the designated number of a plurality of first physical resources; a means for generating designation information which has designated second physical resources of the number N of physical resources and transmitting a second control channel including the generated designation information to the wireless terminal; a means for receiving a first data channel from the base station via the plurality of first physical resources after the second control channel is transmitted; a demodulation processing part for extracting terminal data to be data addressed to the wireless terminal from the first data channel; and a means for transmitting a third data channel including dummy data to the wireless terminal via redundant N-M second physical resources when the number N of physical resources is larger than the number M of physical resources necessary for transmitting terminal data to the wireless terminal.
