PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method, in which an image is formed by transferring a toner image formed on a latent image carrier, by not using an electric field or auxiliarily using the electric field and mainly using the adhesive force of the toner, and image transfer is performed at a high transfer ratio, then, a good image can be formed. SOLUTION: A printer 100 includes: a reverse roller 43, a toner compression charger 46 and a contact carrier liquid removing roller 45 that function as carrier liquid removing means; and an adhesion developing liquid supply device 60 functioning as an adhesion developing substance supply means for imparting the adhesion developing liquid as the adhesion developing substance for developing the adhesion of the toner, to the surface of the toner image formed on the photoreceptor 1, after the carrier liquid is removed by a drying device 50 and before the toner image is transferred to a recording medium P.
