<P>PROBLEM TO BE SOLVED: To enable to use a light-emitting element for a long period. <P>SOLUTION: A bypass passage L2 is arranged in parallel with a modification heat exchanger passage L1 including a modification heat exchanger 2, a valve V1 is arranged on the modification heat exchanger passage L1, and a valve V2 is arranged on the bypass passage L2. For example, when power generation voltage V falls below a predetermined deterioration lower limit value VLth at the time of a baseline operation (an operation for making power load to a fuel cell system constant), temperature T1 of a modification device is adjusted by adjusting a position θ2 of the valve V2 so as to make the power generation voltage V return to a standard output VO (power generation voltage at the time of completion of a starting mode).
