PROBLEM TO BE SOLVED: To provide a navigation system for route guidance to a destination even when traveling in a high-altitude region and being implemented at low costs without expanding the specifications of a general navigation device mounted to a vehicle. SOLUTION: The navigation system is constituted of both an on-board unit having a route guidance means and a server. The on-board unit includes both a means for determining the altitude of a location in which a vehicle travels on the basis of information on the position of the vehicle and a means for reporting information on the position of the vehicle to the server in he case that a current altitude is equal to a prescribed altitude or higher. The server includes both a means for generating map information on a region in which the vehicle is present on the basis of the information on the position of the vehicle and a means for reporting the map information to the on-board unit.
