<P>PROBLEM TO BE SOLVED: To inhibit deposition of scales around the through-holes of an electrode plate in an electrolyzer equipped with the electrode plate having the through-holes allowing water to be treated to pass through, and inhibit decrease of a discharge pressure of electrolytic water at the outlet of the electrolytic cell in the electrolyzer. Ž<P>SOLUTION: The electrolyzer includes the electrolytic cell having an inlet and outlet for the water to be treated, and at least a pair of the electrode plates arranged in the electrolytic cell so as to leave a space between them, coming into watertight contact with the electrolytic cell, and each having at least one through-hole defining a passage for the water to be treated. The opening areas of the inlet and outlet of the electrolytic cell are respectively equal to or less than the opening area of the through-hole of each electrode plate, and the opening area of the inlet of the electrolytic cell is equal to or less than that of the outlet.
