PROBLEM TO BE SOLVED: To flatten an instrumental error of a flowmeter in the whole flow rate area, and to reduce the value of the instrumental error. SOLUTION: A weight member 12 is provided on a rotating shaft 13 of an impeller body 11 stored in a metering chamber 20 provided between an inflow port 25 and an outflow port 26. Hereby, a peak of the instrumental error is suppressed by preventing the impeller 10 from floating by a load of the weight member 12, with respect to a small flow rate of water flowing into the metering chamber from the inflow port. With respect to a large flow rate of water, the instrumental error caused by the weight member 12 is reduced by allowing the load of the weight member 12 to compensate with buoyancy received by the impeller 10. With respect to a medium flow rate of entering water, the peak of the instrumental error is not generated by allowing the load of the weight member 12 to balance with the buoyancy received by the impeller. Thus, a flat characteristic having no instrumental error can be acquired in the whole flow rate area, by reducing the instrumental error in the small flow rate area, the medium flow rate area and the large flow rate area.
