PROBLEM TO BE SOLVED: To provide a system for efficiently discovering an illegal SAM (Security Authentication Module) and preventing illegal transaction.

SOLUTION: The settlement system is provided with a settlement processor for communicating with a recording medium to be used for transaction settlement and a validity verification device for communicating with the settlement processor. The settlement processor is provided with: a settlement related information acquisition means for acquiring settlement related information and information for verification recorded in the recording medium; a validity verification result acquisition means for verifying whether or not there is validity of the information for verification and acquiring validity verification result information indicating a result of verification of the validity; a new settlement related information recording means for acquiring the information for verification based on the new settlement related information when the validity verification result information indicates that there is validity and recording the new settlement related information and the acquired information for verification; and a new settlement related information transmission means for transmitting the recorded new settlement related information and information for verification to the validity verification device.
