<P>PROBLEM TO BE SOLVED: To reduce power consumption by setting the optimal spindle control gain which matches an optical disk to be used and preventing excessive acceleration and deceleration control to a spindle motor. Ž<P>SOLUTION: A system controller 7 compares a counter value from an FG pulse number counter 6 directly after start of the spindle motor 2 with a threshold and determins whether acceleration measurement is performed or deceleration measurement is performed. When an initial rotational speed is in a stopped state or slow, the spindle motor 2 is accelerated, a disk moment of inertia is measured and the optimal spindle control gain according to its measured value is set in a compensation arithmetic circuit 9. When the initial rotational speed is fast, the spindle motor 2 is decelerated; and the disk moment of inertia is measured and the optimal spindle control gain according to its measured value is set in the compensation arithmetic circuit 9.
