PROBLEM TO BE SOLVED: To provide a safety device of a head locking device for a bicycle. SOLUTION: A lock gear is rotatably supported by a rotation supporting member integrated with a fork stem. A tooth formed on a circumferential surface of the lock gear is engaged and disengaged with/from a lock bar advancing and retracting in the axial direction and the outside diameter direction which is arranged on a fixed member integrated with a head pipe. A wave washer is provided which obtains predetermined rotational resistance by pressing a clutch surface of the lock gear and a clutch surface of the rotation supporting member. A guard cover with its upper end opposite to a regulating member arranged on an upper end of the rotation supporting member, and with the wave washer stored on the inner side thereof is arranged between the regulating member of the rotation supporting member and the lock gear.
