PURPOSE: An electric heat exchange device, a manufacturing method thereof, and a heat exchanger using the same are provided to acquire a porous aluminum thin film and coat and impregnate pores of the porous aluminum thin film with a hygroscopic agent, thereby suppressing permeability. CONSTITUTION: An electric heat exchange device includes a porous metal thin film. A hygroscopic agent including a hydrophilic functional group is coated or impregnated on pores of the porous metal thin film. The metal thin film includes aluminum having a thickness less than 0.1mm. The metal thin film includes aluminum alloy or metal having high heat conductivity.
