PROBLEM TO BE SOLVED: To provide a slag solidification determining device, a slag solidification determining program and its method capable of automatically determining a proper ignition time period of a melting burner without affected by flame and combustion light jetted from the inside of a furnace. SOLUTION: A region dividing section 122 divides an image of a slag hole continuously picked up in time-series, into a plurality of blocks by every image. A region average calculating section 123 calculates average lightness of the block by every block divided by the region dividing section 122. Further a moving average calculating section 124 calculates moving average of the average lightness calculated by the region average calculating section 123. A slag solidification determining section 125 counts the number of regions in which the moving average calculated by the moving average calculating section 124 is lowered by more than a prescribed value in comparison with an initial value, as an index value by every image, and determines the solidification of the slag by the amount causing incomplete discharge, when the counted index value is over a prescribed threshold value.
