<P>PROBLEM TO BE SOLVED: To enable a terminal to correctly the calculate initial transmission electric power for up data during a hand-over. Ž<P>SOLUTION: A radio communication system includes a terminal and a base station. The base station includes a reporting unit which mutually reports electric power information on the base station itself to an adjacent base station, and a distribution unit which distributes electric power information on the adjacent base station to the terminal. The terminal extracts electric power information on a base station as a hand-over destination from the distributed electric power information on the adjacent base station during a hand-over, to calculate the initial transmission electric power for the uplink data.
