PROBLEM TO BE SOLVED: To perform appropriate monitoring by changing a monitoring system in accordance with attributes of a monitor object, such as whether the monitor object is a customer or an employee and whether the object moves on foot or by vehicle, and grasping characteristic behaviors based on the attributes of the monitor object. SOLUTION: Data communication is performed by mobile terminals 1a to 1c by radio via a radio signal, information about wave intensity received by the mobile terminals is transmitted as radio information by the data communication, situations around a self device are issued as peripheral information, peripheral information and radio information are collected from the mobile terminals 1a to 1c through an access point on the monitor side, position information on the respective mobile terminals are generated, the generated position information is corrected in accordance with attributes of the respective mobile terminals, and position information on the mobile terminals and the peripheral information from the mobile terminals are associated and displayed.
