PROBLEM TO BE SOLVED: To provide a compact optical modulator which is wide in operating wavelength band and short in action length. SOLUTION: In the optical modulator 1, a ring optical waveguide 6 which constitutes a ring resonator 5 is provided in a position where light transmitted by a first optical waveguide 2 or a second optical waveguide 3 of a Mach-Zehnder interferometer 4 combines and an electrode 7 for changing the refractive index of the ring optical waveguide 6 so that the phase of the transmitted light is changed is provided along the ring optical waveguide 6.
