One or more steel cables are installed on one slope of a mountain and on another slope on the opposite side of the one slope across the ridge of the mountain along the two slopes so as to cross over the mountain ridge. Conduits, utility tunnels, inlets or the like through which water, gas and electrical wires run are anchored directly or indirectly by those parts of the cables installed on the one slope of the mountain. Alternatively, foundations or frame members are anchored directly or indirectly by those parts of the cables installed on the one slope of the mountain, and conduits, utility tunnels, inlets or the like through which water, gas and electrical wires run are fixed to the foundations or the frame members. Those parts of the cables installed on the other slope on the opposite side of the one slope are joined to an anchoring weight or a fixed foothold.
